Although most people would go for Electricity with the E, I think it might be for Engineer. The reason being most if not all councils would have had an engineer/ structural engineer, who would have assessed a building which had bomb damage. Was it viable to rebuild it or knock it down.
The helmet was typically painted khaki green then over painted black on the outside, with just the one E to the front. Helmet is an F&L made one & dated 1939.
