Looks like a Machine for Manicure and or Pedicure.
I just found one that is what it is a manicure set .

Was there any doubt that Mani would know a "mani"cure set?
Ha ha...Laughing at comments! Yes, "Mystery Solved" It's a manicure set. I have a round one by Sunbeam. Mine still works, have you tried it yet?
