Late Victorian Nib Pen

Can anyone give me more info about this dip pen. I believe it is a late Victorian plated, slide out dip pen, with a bone handle, I cannot find another like it, it has an agate nib, and patent number: 10549, particularly interested if anyone knows anything about the patent.
