This item was recovered by a metal detector hunter in Venezuela.
Material: brass.
Size: 11 cm.
Estimate date: 1800's (by substrate location)

I think finally solved. A friend from mexico told me that is a Snuffer (an incomplete one).

Do you have any examples, or a reference to this "snuffer", in the form of a picture, or description?
I was going to say it was a coconut splitting tool, just because of the mechanics, of it, and where it was found, but just another guess?
Wouldn't an incomplete snuffer be called a'snafu'?

The clue was those two holes intended to grip the piece in contact with the candle (missed).
Note too the shape at the top...
