What is this?

Can anyone help me identify this tool? I have no idea what it is. There are 3 rollers (the round black things). Two on the top and one on the very bottom. There is also a handle for changing the rotational direction of the two top rollers relative to the bottom roller. The yellow handles look like they are there for mounting onto something else but that is just a guess.

If anyone knows what this is I'd love to know before we send it to the scrap heap!
