This is "The Boy Builder" set by Scott Manufacturing Co. It is all made of tin and has a lot of pieces to make several different buildings.
I think this one is from the 1930's.

Excellent set and condition. I would be building something right now if I had that set. I guess I didn't follow the advice in the box about learning to save, or I might have had a cool building toy like that now too.
