Antique statue man riding elephant with animal on his head?????

Unknown who this gentleman Is suppose to be. Appears he has 1-arm and has some sort of animal on his head. I do not know what type of animal this is or the figure. this was from an estate sale in a "what they called a Junk Box" it was a eye catcher too me. measures 12-inches tall. the paint on the base shows crackle, it's old. any help with this statue will as always be greatly appreciated. I love preserving History, just need to know what i'm Preserving...LOL Thanks in advance Collector's weekly Family.
