We believe this is a Electric Fence charger with meter and 4 attachments
We have no idea what it is but it is very clean

Very clean - appears to not have been used outdoors or perhaps not used at all.
Cords are 13' long to each device
We do not have any 12 volt batteries so did not try it.
Any ideas what it is?
Maybe it is a home made Worm Shocker?
Those little 12V batteries wouldn't last very long as either a fencer or worm shocker -- they were more typically used for things like camera flash units and small electronics, I think. Also, the way your device is configured it is actually running on 24VDC total, with the both of the 12V batteries clipped together like that. BUT, the voltmeter on its front only reads to 5V. Weird.
The key to what your device is lies with whatever those aluminum (?) 'clamp-on cylinder-thingies' actually are -- and what they do when connected to the box. Curious also that each also seems to have a chain attached to it too, suggesting there might have been some extra hazard (?) involved if one of the clamps came loose...??
If those cylinder-things don't have any markings on them, I'd sure be wanting to try to open one up, to see what's in there...? ;-) :-)
