Green Octagonal depression bowl, WSGeorge cups

I saw these items st a local antique mall and wanted to find out more info before I decide whether to buy them. The bowl is 3" deep snd 11 inches diameter. I found 2 on the internet but they are just listed as depression glass bowl. I looked through several books but can't find any info. The cups are very unique. I can't figure out why the finger loop is horizontal. There were no saucers. Any info greatly appreciated.
