Sterling Silver Collier, Thrift Shop Find 50 Cents

Thrift shops these days are sooooo careful about jewelry....RIGHT!! This beautiful collier was hanging with the crap jewelry. Nobody saw the marks, aside from me of course. A combination of shiny and mat finish silver. I have no idea about the second punch mark. I know it was not made in The Netherlands as it lacks the proper marks. Was also not imported to The Netherlands. Anyone recognize anything about that second punch mark?
