Ship Lantern William Harvie "Not under command"

Hello, I received this antique ship lantern from my Dad's estate. I have done research on the internet and while I can find information about William Harvie I have not seen any ship lanterns with this marker and unfortunately I do not know anything about the lantern except it says "Not Under Command" and the maker is Wm. Harvie 121 Bishop Birmingham
Any thoughts from people here on how I can get information or do you happen to know anything about this maker and lantern? Thanks much.
The lantern is in excellent shape and has a red light
