    If I have it right this is an Imperial open sugar bowl in the #478 "Pansy" pattern. As you can see the base colour is green uranium glass with pale marigold to the bowl. Carnival Glass Worldwide have a vase in similar colours which they describe as "vaseline". This one has the shallower scalloping around the rim. Date I think is from around 1910-late 1920's.

      Imperial Glass catalogs describe this bright iridescent color as a silvery iridescence on green glass and named it 'Helios'.
