Silver ?, 18 cm quality axe trophy, unusual and unidentified.

Dating from 1973 this appears to be some kind of trophy in the form of a very well made axe measuring 18 cm long and could possibly have been for breaking ice for drinks ?.It is engraved with the following-c,z.W.D. RIBBLE,27-4-1973 and i am presuming that the c.z stands for Czechoslovakia .The hallmarks appear to contain a Minerva head which would make it French. Very heavy axe head that looks like silver but don't really know. Any info please would be appreciated.
