The Congress 606 cards were started in the 1880s. They used the Dundreary joker until 1899 and then switched to having the joker match the back of the deck of cards. In 1904, they switched again to the Capitol joker with, which some minor updates, has been in continuous use until today.
I have focused recently on collecting all 40 different images that were used on the matching jokers by Congress. I have at this point, thirty five of the forty different images. The ones that I have (and they are shown in this alphabetical order) are:
Anticipation, Berenice, Bridge, Delft, Diana, Empress Josephine, Fishers Return, George Washington, Good Night
Holly, Hunt, Kaatje, King Edward III, Kite Time, Martha, Mill, Minuet, Mistletoe
Moon Fairy, Moorish, Music Hath Charms, Naples, Napoleon, Peaceful Vale, Rookwood, P & P of Wales
Rotterdam, Rube, Sitting Bull, Spinning Wheel, Spring, Tambourine, Toboggan, Yacht
(The 36th spot has a Dundreary joker or the Ace of Spades as a placeholder).
The five that I am missing are extremely rare with only a few examples of them known to exist: Cavalier Chameleon, Clown, Holland (the least rare), and Queen Alexandra. There is also the not-seen-in-modern-times Violet Congress Matching joker.
