Unfortunately, there are no marks that will help in identification.
I can tell it is tarnished, which makes me believe it is either Solid Silver, or Silver-Plated, or possibly an alloy with Silver in it.
The entire piece is very slightly magnetic; when put close to a rare-earth magnet (from a computer hard-drive), it wants to stick to it, but will easily slide off. (This magnet is VERY strong, which makes me think the candleholder could still be silver).
Furthermore, when I hit the metal to test for sound, it has that distinctive silver-toned ring to it that sustains for 4-5 seconds.
